Winnie is the main dispatcher that works with SRU teams from Season 2 on, and has been vital in solving pieces of the puzzles in some of the team's toughest calls. She is also shown as being friends of the members of Team One.
In "Eyes In", Spike tries asking Winnie out, which she initially turns down, admitting that she doesn't date cops because she needs balance in her life, not as a fake rule to let guys down easy. She implies that if it weren't an unbreakable rule, she'd break it for him saying "the perfect guy just came along." meaning that Spike is the perfect guy in her mind.
Even after Winnie turns Spike down, their very friendly relationship doesn't seem affected.
Spike and Winnie are shown throughout seasons being very friendly and on occasions flirtatious with each other. Spike also asked her if she wanted to come to Italy with him as his wingwoman to keep his aunt's from wondering why he's still single. Winnie says that she's listening to his offer and the two smile and talk and there seems like there is flirtatious vibe between the two.
In "Keep the Peace Part I" , Spike shows Winnie pictures from Sam and Jules' wedding because she couldn't attend. The two gush about how cute the couple are. Winnie wishes she could've been there, to which Spike wishes she could've been there too. When Team One gets a call about a mysterious package, just as Spike is about to leave to answer the call with team, Winnie who seems a little worried tells Spike to be careful. This shows that her feelings for him have grown and that she cares a lot about him.
In the series finale, "Keep the Peace", Winnie and Spike officially become a couple as they are shown holding hands and walking into the station.
Winnie is the longest serving SRU dispatcher, with Kira coming in second place.
